The objective of BEMA is to help building owners and managers evaluate the emergency management of their assets with respect to disasters and incidents of all kinds. It is a performance measurement and benchmarking tool that can assist in developing a cycle of continuous improvement for your organization.
BEMA is based on the notion that an effective emergency management system should be comprehensive and risk-based for all hazards. Not all buildings have the same risk profile. Some have security concerns. For others, the primary risk may be a technological failure such as a power disruption or a variety of natural disasters such as flooding or winter storms. For this reason, the first step of BEMA is to gather information based on a risk assessment of your facility. The results of the risk assessment will determine the questions that are asked and will assign appropriate weightings to the rating scale, based on whether a given hazard is a high or low priority.
Once you have conducted the risk assessment, you can proceed to the modules representing the four pillars of emergency management: mitigation, preparedness, response and recovery. There is also a module on public relations during an emergency.
BEMA will generate a report that scores your emergency management system, highlights its achievements and provides recommendations on ways to improve it.
